-the tower is air lifted to the roof as GSG 9 set up shop in the hotel, the civilians are not aloud to leave to make a human shild within the hotel-

Adam follows the GSG-9 men to the tower and looks over everything they're doing, which would be standard for a Big Brother assignment like this.

(Think of him like a triple agent, he's working for the rebellion, who thinks he's spying on CAS; then he works for the CAS who think that he's spying on the BoS.)
